Methodology
Every row is a verbatim sentence read from the named source's own page through the estate's fetch service on the date shown, hash-pinned to the stored read (the sha of the page's visible text; the raw page is mirrored to R2).
5 of the 16 named sources that could be read published a usable figure; 10 published none and are recorded as not published, never filled in; 0 could not be read (blocked, dead or unreachable) and count nowhere.
The headline figures (median, minimum, maximum, quartiles) are over ONE figure per source in % (a source's median where its page yielded several accepted sentences), so N counts sources, never sentences; 51 candidate sentence(s) were refused by a reviewer with the reason recorded.
Derivation as chartered: two dated series joined: the registration pipeline (applications received, registered, refused, rejected, withdrawn, and the determination time) as the FCA has published it at each date, and the financial-promotions enforcement series (promotions amended or withdrawn, alerts issued on unauthorised firms, final notices, takedowns) by quarter and year.
The derivation is the ATTRITION RATE and its denominator problem: the share of applications that end in registration depends entirely on whether withdrawals are counted, and the FCA's own releases at different dates use different bases - so the dataset carries the rate on every base, with the base named, which is the one thing the secondary coverage of this number never does.
51 candidate sentences on these pages were refused by a reviewer; each refusal and its reason is recorded in the review ledger.
